Well the meeting on Tuesday is probably the most important since decisions were taken to end the NL and L2 seasons. I would be very surprised if the EFL did not emerge from the meeting with some form of agreed framework and that framework almost certainly will define the promotion/relegation protocols for all EFL divisions.

Whilst the meeting will be advertised to the world as one designed to achieve a total consensus however, in reality the EFL is unlikely to want to compromise very much on its draft framework proposal. It will fight very hard (if it has to) to stay close to the original draft and I'm sure that if necessary and unless the opposition is overwhelming it will at some point be prepared to play "hardball". So this raises the possibility that some parties may feel aggrieved enough to threaten a legal challenge (though this entire time-consuming process seems to have been designed to take the sting out of this potential threat).

As the EFL meeting constitutes an EGM, then any consensus will automatically create changes to EFL regulations which should then come into force immediately. The National League board will then be provided with the basis from the EFL either to convene a meeting or develop its own proposal for submission to its members prior to a meeting. The former could be done very quickly but would still leave lots of room for a free for all wrestling match at the meeting, the latter would enable the NL to remove things from the table that might otherwise be discussed (e.g. null and void) but would take more time to set up.

My guess is that they will see how definitive the EFL framework is. If it is a very firm affirmation of the existing relationship between the EFL and the NL it may well decide to issue its own proposal and if it did it might look very similar to the EFLs - the controversial element of which will probably shift to the issue of relegation from the NL. Clearly if the outcome of the EFL meeting on Tuesday is confusing or unclear then the NL might not have that option.

So we might not know anything for certain until w/c 15th June. Dont be under any illusion however that what comes out of Tuesdays meeting will significantly influence the answer to the question we all want to hear......Probably.

SB's analysis above is certainly the best summary of the current situation that I have seen so far, and far more informative and factual rather than the rather speculative tweets by various BBC sports' correspondents that have been posted.

In today's Non-League Paper is an interview with Ebbsfleet's new manager, a currently Berlin-based Dennis Kutrieb.
He says " If we drop a division we will loose a season and adapt our plan".
That suggests to me that Ebbsfleet, who are in one of the relegation places in the National, will accept, rather than contest any consensus taken by the National. (though of course, they will not actually want to vote for it)
It also is in refreshing contrast to the opinions emanating from one of the other teams in the basement area of the National.

Kurtrieb is German and therefore will probably never have encountered anything like the mentality of your average NL club owner. From what I've been told the Ebbsfleet owner is not that different from Deadly Dave and was in fact at least until recently locked in a financial dispute with a former manager. Mr Kurtrieb clearly has a lot to learn about non-league football politics. .

I think he is thinking in logical way as most Germans do.
We have just procrastinated bit like 1939 .
As for the Fylde owner you should read his ideas on their site, talks about paying players £250 per week then sort the rest out later

The four teams who would take part in the play offs if League One is decided on a PPG basis have been Covid tested; whilst the rest haven’t. Don’t think we need to wait till Tuesday to see what’s going to happen there!
The big question now is if there’s relegation from League Two

More pertinent to the National is that four League 2 clubs have been Covid tested, along with 4 L1 clubs and championship clubs, according to Ollie Davis via Twitter.
Looking increasingly good for play-offs, promotion and relegation throughout the Leagues.

As per earlier post, I'd put it a slightly different way. If you believe in promotion without relegation then you'll support the Barnsley amendment, which would prevent relegation from any EFL division. If you dont think that one is going to fly - and I cant find anybody outside of Barnsley that thinks it anything other than a crude device to save themselves, then why as a Championship or League 1 club would you give a toss about passing a proposal that does the same thing but for just one club in League 2?

I believe that Stevenage probably wont end up relegated. I think there will be some form of olive branch offered to Stevenage that allows them to retain at least a reasonable expectation of some form of reprieve whilst other things are ongoing. But I would be very surprised if this goes as far as the majority of the entire EFL according them a special status.

Pass the Lincoln amendment, let Macc face its charges and then act as necessary. I dont believe that the nature of the charges being faced would not afford all available punitive options in theory to the EFL both in terms of points deductions and timing. And lastly if you really believe that Macc are an embarrassment and are desperately clinging on to the door in the last chance saloon, why you would vote to put a blocker in the way by suspending L2 relegation?

Well this looks like the week which could propel us back to the football league
It's not safe to finish the season its whether the cost of the playoffs is acceptable for the clubs to complete.
EFL need to make the right decisions and one which is fair to the clubs which were doing well.
NL need to promote and relegate as normal so non league can still promote in future years...

By close of play tomorrow, Tuesday, we should know whether there is the opportunity for one - or two - clubs to be promoted from the National League. The ball will then be firmly in the NL's court to decide what to do.
It all comes 'round again.

If the National League is seriously considering following the play off route shouldn’t those 4 teams be back in training or at least getting Covid tested?

It is in fact 81 in Males and 85 in Females i.m pretty sure I.ve never heard Bris or his lacky tell you that and he will also tell you what I.ve been trying to get across to you in that if you're aged under 45 your personal chance of dying from it is actually less than it is for any number of things we all do on a daily basis.

And here's the most amazing fact that in the 14 to 45 age group up to now the number of deaths is actually below the average excess deaths figure [ mainly due to Jan to Mar figure being particularly low this year due to mild weather and no sign of any significant amount of normal flu ] once again i.m absolutely certain that neither Boris or Hancock has mentioned that fact. I wonder Why ?

I think I'll go with the collective thoughts of Tony Stewart at Rotherham and Barry Fry at Peterborough, both of whom seem to think the PPG battle is won/lost depending on your view. The positions recorded by the newspaper in some cases look as if they reflect the instincts of the clubs not their voting intentions. Particularly like the view on MK Dons i.e. - will go with the majority - for which I personally translate as "we couldn't be arsed to find out".

In the same way that we in the NL tend to see things through a particular lens, so these clubs see the whole issue as a predominantly League 1 debate. The passion tends to get diluted when you invite clubs from other divisions into the debate.

Yes SB I agree with you entirely some very strange views in there but the one thing that comes across is that no way is there 12 clubs who are going to not vote for the FL Framework proposal.

Interesting interview with the BPool MD at the weekend where he basically says it no longer really matters what the league One clubs want they have no choice but to accept the season is finished [ other than playoffs ] because there simply isn't time to do everything they have to do, get players back into training and arrange and play the fixtures before July 31st. He also highlighted that what if they had voted to restart but one [ or more ] clubs simply said i.m sorry but we don't have the money to pay for testing unfurloughing etc and in those circumstances what would happen to that club.

And it's now looking that if the Framework proposal goes thru then Stevenage are gone because what Leagues 1 and 2 will then be asked to vote on will be an acceptance of the implementation of the Framework, in other words, to try to reprieve Stevenage League twos clubs would have to then vote to reject the framework that they'd just voted in favour of.

Not sure if you.ve seen, Daves latest video it's looking clear that things at Fylde are a lot worse than he's been letting on and he's made a number of the backroom staff including the Physio Analyst, Fitness Coach and Groundsman redundant.
